Voting Question: Lemon laws and Private/Dealer vehicle seller questions (Connecticut)?

In Connecticut does the used car lemon law apply to private sellers and dealers or just dealers alone?
What is the maximum number of vehicles per year a private seller can sell before he/she must get a dealer’s license in the state of Connecticut?
And if anyone knows of a website or place where I can get the answers in writing, that would help considerably.
